Announcement for Foreign National Graduate Student Applications for the 2026–2027 Academic Year Fall Semester
Foreign national graduate student applications to the Institute of Software and Informatics Research at Fırat University for the 2026–2027 Academic Year Fall Semester will be received in accordance with the schedule and principles specified below.

Applications shall be submitted online through https://fint.firat.edu.tr/. Applications submitted by e-mail or post will not be processed.
Announcements regarding candidates who are entitled to final registration will be published on the official websites of Fırat University and the Institute. No separate notification will be sent to candidates.
Eligibility Requirements
1. Candidates applying to graduate programs must hold the status of “foreign national student” as defined by the Council of Higher Education of Türkiye (YÖK). Applications from those who acquired Turkish citizenship as a second nationality, or those who were Turkish citizens and later acquired a foreign nationality as a second nationality, shall not be evaluated within this scope.
2. For candidates who obtained their undergraduate degree from higher education institutions abroad, the institution from which they graduated must be recognized by YÖK.
3. Graduates of undergraduate programs may apply to master’s programs. Candidates who hold a thesis-based master’s degree, or who have graduated from faculties of medicine, dentistry, veterinary medicine, pharmacy, or undergraduate programs of at least ten semesters excluding preparatory classes, may apply to doctoral programs.
4. Candidates applying to doctoral programs must obtain at least 55 points from a foreign language examination accepted by YÖK, other than their mother tongue, or an equivalent score from a foreign language examination recognized as equivalent by ÖSYM.
5. Candidates must not have received a disciplinary penalty from any higher education institution in Türkiye.
6. For applications to programs in the fields of medicine, dentistry, veterinary medicine, pharmacy, and health sciences, candidates must hold an equivalency certificate issued by YÖK for the higher education institution from which they graduated.
7. For students who are placed in Turkish-taught graduate programs and are scholarship holders of the Presidency for Turks Abroad and Related Communities (YTB), the Turkish proficiency certificate submitted during registration or after Turkish preparatory education shall be accepted as a language proficiency document. If the required documents are not submitted within the specified period, the student’s registration with the Institute shall be terminated.
Application Procedure and Application Approval
1. Applications will be received through https://fint.firat.edu.tr/ within the announced dates. Applications submitted by e-mail or post will not be processed under any circumstances.
2. The application information and documents uploaded by candidates through the https://fint.firat.edu.tr/ system will be reviewed by the Application Review Committee established by the relevant Institute. Applications deemed appropriate will be approved through the application system. The Committee will also verify whether the higher education institution from which the candidate graduated is recognized by YÖK and will upload the recognition document to the system.
3. If the application information or documents are incorrect or incomplete, the relevant Institute Directorate may grant the candidate additional time, in accordance with the application and registration calendar, to correct the error or complete the missing documents. If the error or deficiency is not corrected within the specified period, the application will be rejected. Even if the candidate has been admitted to the program, his/her registration with the Institute will be terminated.
4. Receiving application approval does not constitute admission to the program.
Documents Required for Application
The following documents must be uploaded to the system during the application process:
1. For applications to master’s programs: a certified copy of the undergraduate diploma and undergraduate transcript approved by Turkish foreign missions or a notary public, together with their Turkish translations certified by Turkish foreign missions or a notary public.
2. For applications to doctoral programs: certified copies of undergraduate and master’s diplomas and undergraduate and master’s transcripts approved by Turkish foreign missions or a notary public, together with their Turkish translations certified by Turkish foreign missions or a notary public.
3. A valid Turkish language certificate, if available.
4. A valid foreign language certificate.
5. A copy of the passport.
6. ALES, GRE, or GMAT score report, if required as a program application condition. The validity period of ALES, GRE, and GMAT scores is five years.
7. Undergraduate/master’s diploma equivalency certificate obtained from YÖK for the fields of medicine, dentistry, veterinary medicine, pharmacy, and health sciences.
8. One photograph taken within the last six months.
Evaluation of Applications
1. Candidates whose applications are approved by the Institute will be forwarded to the relevant department, major art discipline, or program coordination unit. The Candidate Evaluation Committee will evaluate the applications in accordance with the provisions of the relevant directive and the announced application conditions.
2. If the number of applications exceeds the announced quota, and unless a program-specific condition is stated in the announcement, ranking will be made according to the following criteria:
For master’s programs, candidates will be ranked according to their undergraduate graduation grade.
For doctoral programs, candidates will be ranked according to the admission score calculated by taking 70% of the master’s graduation grade and 30% of the foreign language score.
For Turkish language proficiency, candidates with a valid Turkish language certificate will be ranked with priority from C1 level to B2 level. No priority will be given to candidates holding an A-level Turkish language certificate. Candidates without a foreign language score will be assigned a foreign language score of zero.
3. As a result of the ranking, principal placement lists will be prepared up to the number of announced quotas, and reserve placement lists will be prepared for the remaining candidates. The Candidate Evaluation Committee may request an increase in quota from the Institute on grounds such as program capacity and international agreements to which Türkiye is a party. In such cases, reserve candidates may be granted the right to register by decision of the Institute Administrative Board up to 50% of the quota, and by Senate decision in cases exceeding this rate.
4. If a written and/or oral examination requirement is specified for a program in the announcement, such examinations may be conducted remotely through online audio and video communication tools, provided that they are recorded with the approval of the Institute Administrative Board.
5. Candidate application files will be finalized as follows:
Admission: Candidates found successful by the Candidate Evaluation Committee and approved by the Institute Administrative Board upon the decision of the relevant department, major art discipline, or program executive board will be directly admitted to the program.
Conditional Admission: The Candidate Evaluation Committee may recommend conditional admission if the candidate does not have a Turkish language certificate, if the candidate’s graduation field is not equivalent to the program applied for, or if the candidate does not have a valid ALES score or an equivalent examination score recognized by ÖSYM, provided that the candidate completes the relevant deficiencies within the period or periods defined under the applicable directive.
Within this scope:
Admission to the Turkish Preparatory Program: Candidates who lack a valid Turkish language certificate required among the application conditions, except those who completed their undergraduate or master’s education in Turkish-taught programs, will be conditionally admitted to the Turkish Preparatory Program. Candidates admitted under this scope must obtain a valid Turkish language certificate of at least B2 level by the end of two semesters at the latest. Students who fail to obtain a valid Turkish language certificate within the specified period will have their registration with the Institute terminated.
Admission to the Scientific Preparatory Program: Candidates admitted to a graduate program different from their undergraduate field may be admitted to the scientific preparatory program by the Institute Administrative Board upon the opinion of the Candidate Evaluation Committee and the recommendation of the relevant department, major art discipline, or program executive board, in order to address academic deficiencies and ensure adaptation to the program applied for.
Program-Based Conditional Admission: If ALES or a similar examination is required among the program application conditions stated in the relevant announcement and the candidate does not meet this requirement, the candidate may be granted program-based conditional admission by decision of the Institute Administrative Board upon the opinion of the Candidate Evaluation Committee and the recommendation of the relevant department, major art discipline, or program executive board. Such candidates may enroll in at least two and at most three graduate courses by paying the tuition fee. If conditionally admitted candidates successfully complete the courses they take, the ALES or similar examination certificate may not be required by decision of the Institute Administrative Board.
Rejection: Candidates who are determined by the Candidate Evaluation Committee and the relevant department, major art discipline, or program executive board not to meet the announced conditions, not to be suitable for the program, or to have failed the relevant examinations will not be admitted to the program, and their applications will be rejected by decision of the Institute Administrative Board.
Announcement of Application Results
1. Application results will be announced on the date specified in the announcement through https://fint.firat.edu.tr/ and on the official website of Fırat University.
2. Candidates admitted to graduate programs will receive an approval message from the relevant Institute Directorate through https://fint.firat.edu.tr/ and will be asked to declare whether they will attend final registration. Candidates who declare that they will attend final registration will be issued an official acceptance letter for visa purposes.
3. During the application, final registration, and graduate education processes, candidates shall not pay any fee other than the tuition/contribution fee required for course registration and determined by the Senate of Fırat University.
Documents Required for Final Registration
1. Final registration must be completed in person. Registration by proxy will not be accepted.
2. The following documents are required from students who are entitled to final registration:
a) For applications to master’s programs: a certified copy of the undergraduate diploma and undergraduate transcript approved by Turkish foreign missions or a notary public, together with their Turkish translations certified by Turkish foreign missions or a notary public.
b) For applications to doctoral programs: certified copies of undergraduate and master’s diplomas and undergraduate and master’s transcripts approved by Turkish foreign missions or a notary public, together with their Turkish translations certified by Turkish foreign missions or a notary public.
c) A photocopy of the passport.
d) One photograph taken within the last six months.
e) A valid Turkish language certificate, if available.
f) A valid foreign language certificate.
g) A student visa annotated for education purposes, or a document indicating that the candidate has international student status exempt from the student visa requirement within the framework of the principles determined by the Directorate General of Security.
h) For students admitted with a state scholarship under bilateral agreements, a document indicating that their fees will be paid during the registration period.
i) Diploma equivalency certificate for health-related fields.
j) For candidates applying under the TRNC quota, a document certifying that the candidate is a citizen of the Turkish Republic of Northern Cyprus.
k) The original ALES, GRE, or GMAT score report for programs where such scores are required as an application condition.
3. Candidates who do not complete registration within the announced final registration period will lose their right to register.
4. If students who are entitled to final registration and are granted additional time due to missing documents fail to submit the missing documents within the specified period, or if it is determined during registration that they have submitted false or incorrect documents, their registration with the Institute will be terminated even if final registration has already been completed.
